Allanamientos, hostigamientos, amenazas y seguimientos contra Sintraemcali : Indymedia Colombia

Las organizaciones abajo firmantes solicitamos a la comunidad nacional e internacional mantener permanentemente sus ojos puestos sobre SINTRAEMCALI, pues la situación se ha puesto cada momento más crítica y se teme que continúen hechos tan crueles y lamentables como el asesinato de los tres compañeros el pasado jueves 8 de mayo a las 11:50 p.m.

Los hechos.

1.- El día de ayer 10 de mayo de 2003, siendo las 2:30 p.m. los trabajadores de EMCALI EICE, afiliados a SINTRAEMCALI, salieron a marchar en protesta por el asesinato de los compañeros de la planta de Acueducto y Alcantarillado NELSON LOPEZ, WILMER VERGARA y JORGE VASQUEZ. Los trabajadores llevaron a los compañeros asesinados hasta el sindicato para que sus familiares, amigos y activistas de la organización sindical les rindieran un homenaje en la sede sindical, a las 4:30 p.m. salieron rumbo al cementerio Jardines del Recuerdo hasta donde fueron acompañados por un gruesos grupo de la comunidad.

2.- A eso de las 6:30 y culminado el acto religioso y doloroso funeral, de los tres activistas de SINTRAEMCALI, los miembros de la Junta Directiva realizaron una Junta extraordinaria para analizar los graves problemas de seguridad por los que están atravesando y definir algunos puntos pendientes para la reunión con el presidente ALVARO URIBE VELEZ. Reunión que culmino a las 9:30 p.m., acto seguido, los directivos salieron para sus residencias y observaron seguimientos de vehículos sospechosos uno de los casos más graves se presento en contra el dirigente de SINTRAEMCALI, CARLOS OCAMPO, quien se desplazo en su vehículo ha recoger a su familia (Esposa e hija de 6 años).

3.- CARLOS OCAMPO, observo inicialmente un vehículo de color gris cuatro puertas que los seguía y un individuo que miraba sospechosamente, el se detuvo y el vehículo hizo lo mismo, luego acelero y el vehículo continuo siguiéndolo, posteriormente su esposa observo que dos vehículos más parecían estar cercándolos, uno de ellos de placas CSO 123, motivo por el cual se comunicaron la defensora de derechos humanos de la Asociación NOMADESC, BERENICE CELEYTA, con quienes tuvieron comunicación por espacio de 15 minutos vía celular y quien inmediatamente activo la red de emergencia AVANTEL, de igual manera intento comunicarse con el numero de emergencias del Ministerio del Interior pero no recibió respuesta alguna, CARLOS OCAMPO debió realizar una maniobra saliendo totalmente de la vía y metiéndose en contra vía, para poder salir de la encerrona que estos vehículos le estaban tendiendo, logrando despistarlos para buscar un lugar distinto a su residencia para pasar la noche.

4.- El día 11 de Mayo, siendo las 9:30 a.m. aproximadamente un grupo de trabajadores de la Planta de Energía Dissel I (Grupo 75 de Red Subterránea a cargo de FREDY CUELLAR, supervisor de EMCALI EICE ESP y activista de SINTRAEMCALI) se encontraban atendiendo una emergencia en la Kra. 8 calle 9, frente a la gobernación, cuando miembros de la Policía Metropolitana de Santiago de Cali, que se trasportaban en la patrulla 470 al mando del superintendente Díaz, llegaron a donde ellos se encontraban y comenzaron ha hostigarlos.

5.- Este mismo día 11 de mayo, siendo las 10:35 a.m. aproximadamente miembros de la Policía Militar adscritos a la Tercera Brigada del Ejercito, por orden de la Fiscal Penal Militar 132, allanaron la Planta de Colon Gerencia de Telecomunicaciones de EMCALI EICE, luego de tres horas y del acompañamiento permanente de los trabajadores, firmaron un acta donde consta que en la planta no había nada irregular.

6.- Posteriormente el Jefe de prensa de SINTRAEMCALI, GIOVANNY SERRANO, (a quien han llamado a amenazar de muerte en varias oportunidades) estaba cubriendo el hecho y fue seguido por un vehículo Rojo sin placas, que ya en varias oportunidades se ha visto de manera sospechosa merodeando por la sede de SINTRAEMCALI.

7.- Lo más grave de todo es que estos hechos ocurren a escasas horas de la Reunión con el Presidente ALVARO URIBE VELEZ, quien ha anunciado una decisión definitiva frente al futuro de EMCALI EICE ESP.

Hacemos un llamado para redoblar la atención sobre Sintraemcali y solicitamos dirigir comunicaciones al presidente ALVARO URIBE VELEZ, en el sentido de brindar las granitas suficientes y necesarias para salvaguardar la vida y trabajo de los empleados de EMCALI EICE ESP.

URGENT ACTION:

HARRASSMENT, THREATS, RAIDS AND TAILING ARE THE STATE'S RESPONSE TO THE VILE ASSASSINATION OF THREE SINTRAEMCALI ACTIVISTS

The below-signed organisations ask the national and international community to keep a permanent watch over SINTRAEMCALI, given that the situation is becoming ever more critical. It is feared that there will be more events as cruel and pitiful as the assassination of our three comrades at 11.50 p.m. last Thursday, 8th May.

Recent Events

1.- Yesterday 10th May 2003 at 2.30 p.m. the workers of EMCALI EICE, members of SINTRAEMCALI, marched to protest the assassination of our comrades at the Water and Drains Plant NELSON LOPEZ, WILMER VERGARA and JORGE VASQUEZ. The workers carried their assassinated comrades to the trade union headquarters so that their families, friends and fellow union activists could pay their respects. At 4.30 p.m. we led out to the Garden of Memory cemetery. A large group from the community accompanied us.

2.- Towards 6:30pm, after the sad funeral of our three comrades and the religious ceremony had ended, the Executive Committee of SINTRAEMCALI went into an extraordinary meeting to analyse the serious security problems that we are now facing, and to prepare specific points for Monday's meeting with president ALVARO URIBE VELEZ.

The union executive ended at 9:30 p.m. As the leaders left for their homes they noticed suspicious vehicles were following them. One of the most serious incidents threatened SINTRAEMCALI leader CARLOS OCAMPO who was going in his vehicle to pick up his family (wife and 6 year old daughter).

3.- CARLOS OCAMPO initially observed a grey four-doored vehicle following him, with an individual watching him suspiciously. He stopped and the following vehicle did the same. Then he accelerated and the following vehicle continued following him.

Later Carlos's wife observed two more vehicles apparently closing in on them, one had the number plate "CSO 123", and for that reason BERENICE CELEYTA, the human rights defender from NOMADESC was called, and with whom they kept an open mobile call for the next 15 minutes. Berenice immediately activated the emergency network using the AVANTEL radio system. She also tried to communicate through its emergency number with the Interior Ministry, but did not get any response. Two of the following vehicles were about to squash in from both sides, so CARLOS OCAMPO carried out a turn which took his car off the road and onto the carriage way for cars coming in the opposite direction. With this manoeuvre Carlos and his family managed to lose their pursuers, and went to spend the night in a place away from their home.

4.- At approximately 9.30 a.m. on 11th May a group of workers from the No 1. Diesel Energy (75 Group of the Underground Network led by EMCALI EICE ESP supervisor FREDY CUELLAR, who is also a SINTRAEMCALI activist) was found attending an emergency at the junction of 8th Avenue and 9th Street, opposite the governor's office. Members of the Cali Metropolitan Police travelling in patrol car 470 under the command of superintendent Díaz arrived and started harassing the workers.

5.- At about 10:35 a.m. the same day members of the Military Police unit of the Army's Third Brigade, acting on the orders of Military Criminal Attorney 132, raided the Colon Gerencia Telecommunications Plant of EMCALI EICE. Then after three hours in which the workers permanently accompanied them, they signed a statement that there was nothing irregular in the plant.

6.- Later on SINTRAEMCALI's Press Officer GIOVANNY SERRANO (who has received death threat phone calls on several occasions) was covering the incident when he too was followed by a red vehicle without number plates, which ahs already been seen on several occasions suspiciously hanging about the SINTRAEMCALI union office.

7.- Most serious of all is that these events are taking place scarcely a few hours before our meeting with President ALVARO URIBE VELEZ, who has announced that he will make a final decision on the future of EMCALI EICE ESP.

We call for redoubled attention on SINTRAEMCALI and we ask you to send you communications straight to president ALVARO URIBE VELEZ, urging him to provide the necessary and sufficient guarantees to safeguard life and work of EMCALI EICE ESP employees.
